Good Intensive Care

Austria's presidency has been praised by the Finns:

Speaking in Vienna on Monday, Finland's President Halonen praised Austria for its success in keeping the EU constitution alive during its chairmanship of the EU presidency.
On life support of course. It would have been kinder to pull the plug.

All very well, but why was Austria chairing the EU presidency?

Is this the official title of the President of the EU because it rotates and I've missed something here?

I think thats because the previous and coming countries share the task as a triumvirate, where the current holder is the first among equals.

It could just be a dumb comment though.
