You cannot hide from fines which you are due in other EU countries. This is due to:
The Council Framework Decision 2005/214/JHA of 24 February 2005 on the application of the principle of mutual recognition to financial penalties.Which in plain English means: That it provides for the recognition and execution in one Member State of a fine imposed in another member State. So the state in your home country will chase you up if you fail to pay a speeding fine in another country. So be careful on holiday. By the way it also applies to offences which may not exist in your home country, which under normal legal procedures would be inadmissible at home. This means no Xenophobia whilst on Holiday in France, however rude they are to you.
