Full of Great Ideas

That Wolfgang Schussel chappie, such a lark, brimming full of wonderful ideas:

In an interview with Germany's Bild am Sonntag, Mr Schussel said "I can well imagine a referendum that takes place simultaneously in all EU states. The constitution would be accepted if the majority of the European population and the majority of states approves it."
Marvelous isn't it. The Prime Minister of a member state is unaware of the gravity of his remarks. What he is suggesting is that the rules of the club can be changed without all the members agreeing. This would effectively set a precedent that would completely over rule nation states.

The entire population of a country could be against something but powerless to make it happen.

Welcome to the American Experiment. The entire population of a state may be opposed to a policy, but it absolutely doesn't matter. Now you know how people in rural Nebraska might feel about paying for schooling for Latino illegal immigrants in Los Angeles. Bless the system, it got us this far, but that's hardly a ringing endorsement.

Yes but unless I understand it wrong, the Los Angeles (or at least the Californian ) voters would be paying the bill.

Don't be so quick to criticise.

Let's say that instead of requiring unanimous consent, the constitution became law if a majority of states accepted it. That would mean that any state that voted against it would have a simple choice - accept it anyway or leave.

Sounds like a good idea to me.
