Constitution Rejected?

Remember the European constitution? How the Dutch and the French voters rejected it? How it was dead and buried? Well it was nothing more than a flock of Phoenixes, which are slowly rising from the ashes.
The Commission proposed the establishment of a European Union Agency for Fundamental Rights. The Agency will be an independent centre of expertise on fundamental rights issues through data collection, analysis and networking. It will advise the Union institutions and the Member States on how best to prepare or implement fundamental rights related Union legislation.
That would be the fundamental rights laid out in the “Charter of Fundamental Rights” I suppose. Funny, I was under the impression that it was part of the constitution and therefore would not see the light of day.
