The EU has Peter Mandelson under surveillance.

Foreign ministers of European Union members said Monday that they would closely monitor the EU trade negotiator, Peter Mandelson, at global trade talks next month to ensure he made no excessively generous offers on cuts in farm subsidies.

EU Serf believes that the phrase “excessively generous offers on cuts in farm subsidies” is meaningless and whoever uttered it should be shot. It just goes to show that CAP will never be changed.
