Lords of the Land

The House of Lords is calling for CAP reform:

EU farm funding should be targeted at the new, less developed member states, a Lords committee on the EU has said. The peers said the Common Agricultural Policy should be phased out, with all direct farm subsidies ending by 2013. They said the EU should instead help farmers in new member states modernise and restructure antiquated farms.

If there has to be a system of agricultural subsidises, it does sound better than the current one. Mind you its not difficult is it.
