Hello is anyone home?

The Dutch rejected the constitution largely because they hate paying over the odds for membership. They were one of the countries supporting a 1% of GDP cap on the budget for precisely this reason. Now how does that mesh with this:

This is the first time Mr Schröder has signalled flexibility over his demand that the EU budget should be capped at 1 per cent of the EU's Gross National Income (GNI).

So in answer to the voters revolt, they want to increase the budget? Next they will demand an end to Britain's rebate to help sell European Integration. Oh I forgot, they already did that.
