Which Planet ?

If you wanted to foster entrepreneurship would you take this strategy?
This can only be done through clearly identified sub-national entities, empowered to promote coordinated and coherent public policies, both toward national and international actors. One of the key features of this strategy is to allow small and medium-sized businesses to share costs and achieve greater efficiency in promoting their services both nationally and abroad.
Or would you simply cut taxes and red tape? Of course if you are a typical Europhile, you would think that:
Firstly, the EU needs to focus on sub-national structures to promote its competitiveness In this way, the future of the European Union lies in promoting successful integration of all its regions in the international financial system and production chains.
But then you would be trusting the chickens into the care of the fox.
